Serving seniors, families, veterans, people with intellectual and developmental disabilities, and other unique populations, CDS Housing is an integrated community to call your own.
CDS Housing was the first of its kind in New York State: a mission based non-profit committed to providing the supports that unique populations need to live and thrive in their communities.

Andrew Sewnauth, MBA, MDiv
Chief Executive Officer, CDS Life Transitions
Executive Director, CDS Monarch
Andrew Sewnauth joined CDS Monarch in 2005 when he began his career as a direct support professional and has served in numerous capacities since his start. He is the Executive Director of CDS Monarch, with responsibilities for all day-to-day operations as well as administrative functions. Chief Executive Officer for CDS Life Transitions, he supports all affiliates with strategic relationships and planning.
In addition to his background and experience with CDSLT, Andrew has earned a Bachelor of Arts degree in Political Science from SUNY Geneseo, a Master of Business Administration from Rochester Institute of Technology, and a Master of Divinity–Transformational Leadership from Northeastern Seminary. He serves on the Statewide Leadership Group for New York State provider-led specialized plans for individuals with intellectual and developmental disabilities (SIP PL).
Andrew is also a member of the National Business Council for the Roberts Wesleyan College School of Business and serves on the Browncroft Community Church Elder Board. He previously served as a member of the board of directors at Huther Doyle, a local non-profit and leader in the field of advanced and integrated addiction recovery.
Robin Rubado
Director of Housing
Robin has over 30 years of experience in Affordable Housing; holding positions such as VP of Housing, Director of Asset Management, Sr. Project Manager, and Director of Compliance. She received earned a Bachelor’s of Science in Business, Management and Economics from SUNY Empire State University and holds the following designations; CPM, HCCP, C3P, COS, STAR, Shining STAR, LRM. Robin also is a licensed Notary in the State of New York.
She has vast experience working with agencies in multiple states as well as experience in Project Management and Program Compliance; such as HUD, DHCR, Tax Credit, Rural Development and HOME. Robin is a committed and visionary affordable housing developer dedicated to creating sustainable, accessible, and quality housing solutions for communities in need. With a strong passion for addressing housing inequality and a deep understanding of urban development. Throughout her career Robin has collaborated with local governments, non-profit organizations, and private stakeholders to ensure that affordable housing projects are not only financially viable but also designed with the long-term well- being of residents in mind. By incorporating eco-friendly building practices, energy-efficient systems, and community-focused amenities, Robin ensures that affordable housing developments meet both current and future needs.
At the heart of Robin’s approach is a belief in the power of collaborative efforts and innovative solutions. The projects are designed with a focus on inclusivity, affordability, and sustainability, helping to build stronger, more resilient communities for generations to come.
Kate Wagner
Chief Operating Officer
Kate Wagner joined the agency in 2013 as a Registered Nurse, bringing a clinical perspective and driving efficiency. Ms. Wagner has overseen the care and support of more than 1500 people with IDD, gaining expertise in administration and
leadership, nursing and clinical services, facilities, quality management and driving systemic improvements.
Judy Consadine
Chief Financial Officer
Judy Consadine earned a Bachelors of Science in Economics from the University of Rochester and a Masters of Business Administration in Accounting from the Rochester Institute of Technology. She joined CDS Life Transitions in 2000. She has 25 years of experience in finance, and hold a CPA license in the State of New York. Judy oversees all financial operations for CDS Life Transitions.
Renée Chichester
Director of Finance
Renée Chichester, Director of Finance oversees the accounting functions for CDS Housing, LLC. Her duties include supervision of the daily accounting operations, preparation of monthly and annual financial statements for owners, partners and agencies along with preparation of all audit and tax related reporting. Renee received her Accounting Degree from St. John Fisher and has been with the company for 17 years.
Katy Pignato
Financial Analyst
Katy is the sole member of the Finance team dedicated to CDS Housing, LLC. Her duties include maintaining financial schedules for all CDS Housing projects, project related accounting, analyzing monthly financial statements for CDS Housing properties, reviewing Managing Member tax returns and preparing/providing documentation for CDS Housing’s project related lender compliance. Katy received her B.S. in Accounting from St. John Fisher College and has worked as a Finance professional for 30 years. She joined CDS Life Transitions in 2018.
Keli Rae Cooper
Asset Manager
Keli has over 17 years in the housing industry. She has held positions such as: Property Manager, Maintenance Manager, Systems Administrator for new management companies, and Regional Property Manager. She comes to CDS with 6 years in Affordable Housing experience. She has a Bachelors Degree in Science in Criminal Justice and currently holds her TCS designation. Keli is a Notary in the State of New York. She has a steadfast commitment to excellence in Property Management. Her focus in properties is to not only propel the growth of business but also cement her reputation for reliability and ethical practices in the real estate sector. The foundation of her professional journey rests on a bedrock of loyalty, honesty and a relentless pursuit of knowledge. She consistently prioritizes innovation and collaborative success, ensuring that the best foot forward in service to the Communities in which we serve.
Michael Lill
Project Associate
With a robust background in community development and real estate, Michael has served as Assistant Director at NCS Community Development Corp, where he managed single-family home acquisition / rehabilitation projects and oversaw a home repair program for existing homeowners, securing over $1 million in grant funding from NYS and the Federal Home Loan Bank of NY. As a licensed New York State Real Estate Broker since January 2023, he leverages his expertise in marketing, negotiation, and legal processes to guide clients through successful property transactions. Before this, he managed affordable housing programs as Program Manager at Recovery Options Made Easy, overseeing the Monroe Rapid Re-Housing Program and leading teams to provide housing for 87 participants. Michael’s experience also includes serving as a Housing Specialist at the Rochester Housing Authority, where he managed a caseload of over 400 participants, and co-owning The Christopher Group, a bookkeeping and tax practice. He holds a New York State Real Estate Broker License and is a New York Notary Public, complemented by education from Eastern Gateway Community College.
